Increases the automobile theft prevention surcharge from 50 cents to 60 cents per vehicle for every six months of coverage on automobile insurance policies providing comprehensive coverage.

Adds a new annual transfer of $900,000 from the automobile theft prevention account to the Minnesota victims of crime account.

Raises the threshold for revenues dedicated solely to the automobile theft prevention program from $1,300,000 to $2,200,000 annually, reflecting the additional transfer to the victims of crime account.

Maintains the existing $1,300,000 annual transfer to the insurance fraud prevention account.

Effective date: July 1, 2026.
