Amends Minnesota Statutes section 342.04 to reorganize and streamline Office of Cannabis Management reporting requirements by creating separate subdivisions for studies, annual market analysis, annual reports, and interagency collaboration

Removes requirements for the office to collect data on mental health services, emergency room visits, and civil commitments from hospitals and state agencies, and eliminates detailed funding recommendations for education programs, law enforcement training, and social services

Requires the annual market analysis to be incorporated into the annual report rather than submitted separately, and must include license counts, market stability assessments, impact of unregulated sales, and medical cannabis registry integrity

Adds new annual report requirements for impaired driving data, secondhand smoke effects, mental health service utilization updates, and first episode psychosis program information

Establishes formal collaboration requirement with 10 specified state agencies and organizations including Departments of Health, Public Safety, Education, Human Services, and law enforcement agencies to support cannabis-related education, prevention, and public safety initiatives
