Creates "Minnesota Main Streets" specialty license plates available for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational vehicles beginning January 1, 2027

Requires applicants to pay a minimum $30 annual contribution to the Minnesota Main Streets account, in addition to standard registration taxes and plate fees

Plate design must include the phrase "Legendary Landmarks" and be developed in consultation with the Commissioner of Employment and Economic Development

Establishes a Minnesota Main Streets account in the special revenue fund, with money appropriated to the Commissioner of Public Safety for administrative costs, with the remainder distributed to Rethos for the Minnesota Main Streets program

Allows plates to be transferred to another qualifying vehicle owned by the same individual for a $5 transfer fee
