Establishes the Capitol Complex County Host Program requiring the Commissioner of Revenue to pay Ramsey County $5 per square foot of state-owned buildings in the Capitol Area, beginning in 2027

Compensates Ramsey County for lost property tax base and disproportionate fiscal impact caused by tax-exempt state government buildings in the Capitol complex

Requires all aid payments received to be used to reduce current year property taxes levied on net tax capacity within Ramsey County

Appropriates funds annually from the state general fund to cover the aid payments, with disbursement following the standard local government aid payment schedule
