Amends Minnesota Statute 609.735 to reorganize the law on concealing identity in public places using robes, masks, or disguises, which remains a misdemeanor offense.

Existing exceptions preserved: religious beliefs, amusement/entertainment, weather protection, protection from smoke/gas/airborne toxins, and medical treatment.

Creates new exemption for state peace officers and federal law enforcement officers performing official duties in two specific circumstances.

Allows undercover officers to conceal identity when necessary to preserve investigation integrity or officer safety.

Permits tactical response team members to wear face masks when doing so will substantially reduce a known risk of serious permanent facial disfigurement.
