Requires prescription drug prior authorization requests to be exchanged electronically using the NCPDP SCRIPT Standard starting January 1, 2027

Expands the definition of "manufacturer" for prescription drug price transparency reporting to include entities that set wholesale acquisition costs for drugs distributed in Minnesota, even if not licensed as a manufacturer

Adds new pharmacy benefit manager (PBM) and wholesale drug distributor reporting requirements, including disclosure of group purchasing organization relationships and rebate amounts received and passed through to health plans

Extends network adequacy time and distance standards to include dental, retail pharmacy, and specialty services for health plans in the individual and small group markets

Expands immunization coverage requirements to include vaccines recommended by major medical organizations (American Academy of Pediatrics, ACOG, etc.) in addition to CDC recommendations, and prohibits prior authorization for these covered immunizations
