Legislation significantly affecting school districts and charter schools cannot take effect until a local impact note requested from the Legislative Budget Office has been completed and posted to its website

Substantive changes to K-12 education funding programs that impact the majority of school districts and charter schools enacted after March 1 of any year will not take effect until July 1 of the following calendar year

Creates new statute section 127A.02 titled "Orderly Time Frame for K-12 Education Changes" in Minnesota law

Effective date of July 1, 2027
