Requires the workforce development board to convene a subcommittee to review applications from nonprofit organizations seeking appropriations from the workforce development fund and recommend funding recipients to the legislature

Subcommittee must conduct outreach to notify nonprofit workforce development service providers about the opportunity to apply for funding recommendations

Application review criteria include: legal standing with the state, tax and financial disclosure compliance, past state funding history, employee count and executive compensation, and track record of workforce development success

Subcommittee report must include recommended appropriation amounts and purposes, grouped by type of workforce development services

Board must vote to approve the subcommittee report and submit it to legislative workforce development committee chairs and ranking minority members by January 1 of each odd-numbered year, starting January 1, 2027
