Removes the prohibition preventing lower-potency hemp edible license holders from also holding cannabis business licenses, allowing businesses to operate in both markets simultaneously

Eliminates the requirement that hemp license applicants cannot hold any cannabis business license, expanding eligibility for hemp licensing

Creates new separate labeling requirements for lower-potency hemp edibles, including cultivator/manufacturer information, batch number, serving size, cannabinoid profile, ingredients list, THC warning symbols, and poison control information

Allows lower-potency hemp edible labels to provide cultivator and manufacturer information via scannable barcode instead of printed text, if the barcode remains accurate and active

Changes hemp-derived topical product THC limits from a 1 milligram per package cap to a 0.3 percent total THC concentration limit
