Appropriates $250,000 from the general fund to the Department of Children, Youth, and Families in fiscal year 2026 for a grant to Minnesota's Rally to Read

Funds support community reading coalitions statewide focused on brain development from prenatal to age three, with the goal of achieving the highest reading proficiency scores and reducing inequities

Allowable uses include staffing for statewide coordination, coalition facilitation, meeting expenses, data tracking, benchmark dashboard monitoring, and evaluation

Requires a 1:1 private match for every dollar of grant money received

One-time appropriation available until June 30, 2028
