$2,000,000 appropriated from the general fund in fiscal year 2027 to the Commissioner of Employment and Economic Development for a grant to Turning Point Inc., a 501(c)(3) nonprofit

Funds will predesign, design, construct, renovate, furnish, and equip a 32-bed residential facility called "Ms. Bea's" in the Minneapolis-St. Paul metropolitan area

Construction includes bedrooms, commercial kitchen, indoor recreation space, bathrooms, workforce development and resource room, community common areas, and major mechanical/electrical/plumbing/HVAC/life safety systems

Appropriation covers ADA compliance upgrades and site improvements for future expansion

One-time funding remains available until project completion or abandonment, effective the day after final enactment
