Amends Minnesota Statutes section 123B.045 to streamline the approval process for district-created site-governed schools, removing the requirement for school boards to issue formal requests for proposals and instead allowing approval after reviewing a site's proposal and agreement.

Requires agreements between districts and site-governing councils to specify delegated autonomies, district-provided services, administrative fees, performance expectations, and dispute resolution mechanisms.

Sets initial agreement terms at three years, with automatic five-year renewals if the school substantially meets performance expectations.

Requires all school staff to be selected by mutual consent of both the site-governing council and the staff member, replacing the previous requirement that 70% of teachers be selected before final approval.

Limits grounds for district termination of site-governed school agreements to failure to meet agreement provisions after at least two full school years, violations of law, or imminent risk of irreparable harm to students.
