Adds "culturally specific or culturally responsive mental health services" as a new eligible category for both adult mental health grants (Section 245.4661) and children's mental health grants (Section 245.4889)

Appropriates funds in fiscal year 2027 for four grant programs: mobile crisis services, school-linked behavioral health, culturally responsive adult mental health, and culturally responsive children's mental health (specific dollar amounts not yet specified in bill)

Requires grant priority for geographic areas most impacted by the U.S. Department of Homeland Security Operation Metro Surge, with school-linked grants prioritizing districts with increased student absences or online enrollment since December 2025

Culturally responsive service providers must attest they serve a specific community sharing common language or racial/ethnic background, employ at least 50% staff from that community, and comply with national culturally and linguistically appropriate services standards

All appropriations are one-time funding available until June 30, 2029, with grantees required to report on use of funds to the commissioner
