Allocates $15,157,000 for renovation of the Physical Education building, including athletic spaces, locker rooms, instructional areas, mechanical systems, and infrastructure updates

Allocates $8,000,000 for construction of a new indoor sports and recreation dome for athletic, wellness, and recreation use

Allocates $1,200,000 for renovation of the Physical Education gymnasium

Authorizes the commissioner of management and budget to sell and issue state bonds up to $24,357,000 to fund the appropriation, effective the day following final enactment
