Amends Minnesota's comprehensive drug overdose and morbidity program (Minnesota Statutes section 144.0528, subdivision 2) to add specific requirements under the employer strategy component

Requires the Commissioner of Health to develop and implement a Recovery Friendly Workplace Initiative in consultation with the commissioners of employment and economic development and labor and industry

Mandates outreach to the business community to create public-private partnerships addressing substance misuse and drug overdose in the workplace

Directs the commissioner to facilitate Minnesota employers' adoption of recovery friendly workplace policies and practices
