Adds thermal energy networks (as defined in section 216B.2427, subdivision 1, paragraph (s)) to the list of authorized public improvements that municipal councils may construct, reconstruct, extend, and maintain

Amends the definition of "waterworks" to explicitly include thermal energy networks alongside traditional water system components such as mains, valves, hydrants, wells, pumps, reservoirs, tanks, and treatment plants

Enables municipalities to use existing public improvement financing mechanisms under Minnesota Statutes sections 429.021 and 444.075 for thermal energy network projects
