Establishes a higher reimbursement rate for adolescent high-intensity residential substance use disorder treatment programs, effective January 1, 2027

Sets the adolescent program rate at 130% of the base payment rate for high-intensity residential services (compared to the standard 83% of modeled rates for general high-intensity services)

Amends Minnesota Statutes section 254B.0509, subdivision 1, which governs base payment rates for substance use disorder treatment services

Maintains existing rate structure for other services: low-intensity residential at 100% of modeled rates, treatment coordination at 100%, and general high-intensity residential at 83%
