Requires wage remediation for individual providers covered by the SEIU Healthcare Minnesota and Iowa collective bargaining agreement whose provisions were not implemented on January 1, 2026, due to lack of federal approval of state plan amendments

Makes collective bargaining agreement provisions effective retroactively from the same date as any federally approved retroactive rate increase

Directs the Commissioner of Human Services to issue instructions ensuring wage remediation occurs for all covered individual providers as soon as possible after federal approval

Mandates back pay for all covered individual providers for the period between federal approval and the effective date of the retroactive rate increase

Effective the day following final enactment
