Expands notification requirements for water pollution discharges from publicly owned treatment works and domestic sewer systems to include Tribal governments and all potentially impacted downstream users, in addition to the public and drinking water facilities

Requires signage to be posted at all impacted public use areas or notification provided to entities with jurisdiction over those areas following a discharge

Mandates that discharge notices include the date and time of discharge, description of material released, warning of potential public health risk, and permittee's contact information

Requires the agency to provide guidance on methods and protocols for providing timely notice under the section

Maintains existing exemption from notification requirements for petroleum discharges of 5 gallons or less
