Modifies the basic sliding fee child care program allocation formula by reducing the waiting list/reinstatement list allocation from one-half to one-fourth of funds, and adding a new one-fourth allocation specifically to offset child care rate increases

Extends the reporting period for transition year child care program participation from 6 months to 12 months when calculating county allocations

Penalizes counties that spent less than 90% of their waiting list allocation in the most recent calendar year by reducing their allocation based on the number of families that could have been served

Changes the cost calculation basis from the single county with highest cost to each county's own average cost of care per family

Requires the commissioner to estimate child care rate increases by age and provider category, weighted by county and recent payment distribution, with excess funds redistributed based on total county expenditures
