$15,000,000 appropriated from bond proceeds to the Board of Water and Soil Resources for wetland replacement activities related to public road projects

Funds may be used to acquire land or permanent easements and to restore, create, enhance, and preserve wetlands that are drained or filled during repair, reconstruction, replacement, or rehabilitation of existing public roads

The Board may vary state wetland replacement priority rules to implement in-lieu fee agreements approved by the U.S. Army Corps of Engineers under the federal Clean Water Act

Commissioner of Management and Budget authorized to sell and issue up to $15,000,000 in state bonds to fund the appropriation
