Requires cannabis businesses to apply for and obtain specific endorsements (rather than just licenses) for activities including cultivation, extraction/concentration, manufacturing, retail operations, and transportation between facilities

Creates a new "cannabis flower packaging endorsement" allowing licensed retailers to package cannabis flower at the point of sale rather than requiring all flower to be prepackaged

Establishes tiered civil penalties for unlicensed cannabis sales ranging from $3,000 for small amounts up to $1,000,000 for large quantities (over 50 pounds of flower or 400+ grams of THC), with penalties set at three times retail market value or the fixed amount, whichever is greater

Removes the five-year disqualification for cannabis license applicants convicted of illegal cannabis sales after August 1, 2023, while maintaining disqualification for those assessed fines by the Office of Cannabis Management

Prohibits cannabis businesses with a production endorsement from manufacturing, importing, or selling cannabinoid products that use electronic delivery devices with embedded or inseparable batteries, effective January 1, 2027
