Replaces "medical cannabis combination business" license with new "cannabis macrobusiness" license throughout Minnesota cannabis statutes, restructuring the vertically integrated license type that allows cultivation, manufacturing, and retail operations

Creates three separate medical cannabis endorsements that cannabis businesses can obtain: medical cannabis cultivation endorsement, medical cannabis manufacturer endorsement, and medical cannabis retail endorsement, each with specific requirements and additional capacity allowances

Sets cannabis macrobusiness cultivation limits at 45,000 square feet indoor or 4 acres outdoor, with manufacturing limits of 90,000 pounds of cannabis dry weight equivalent, and allows up to 8 retail locations with at least 3 in high medical need areas if operating more than 5 locations

Requires cannabis macrobusinesses to hold a medical cannabis manufacturer endorsement plus at least one other medical cannabis endorsement, and mandates they carry all high medical need products identified by the Office of Cannabis Management

Beginning January 1, 2027, existing medical cannabis combination business licenses must convert to cannabis macrobusiness licenses; beginning January 1, 2028, the office may issue new macrobusiness licenses to applicants without existing licenses, with equal or greater numbers available to social equity applicants
