Amends Minnesota Statutes section 142D.21, subdivision 3, governing the Great Start Compensation Support Payments grant program for child care providers

Requires grant applications to count required paid break time, professional development/training hours (up to 24 hours annually), and paid vacation time as qualifying hours toward calculating eligible full-time equivalent staff

Maintains existing requirements that programs must submit child enrollment and attendance data and attest they were open, operating, and serving a minimum number of children during the funding period

Programs must expend grant funds within six months of receiving payment and comply with all application requirements
