Defines "detained individual" as an aircraft passenger traveling involuntarily or held in restraint other than a seat belt, and requires the Commissioner of Transportation to develop a passenger form collecting personal, medical, legal, and emergency contact information for such individuals.

Prohibits refueling aircraft while any individual on board is restrained; detained individuals removed during refueling must be placed in climate-controlled enclosures with access to restrooms and water.

Requires fixed base operators to verify passenger forms exist for detained individuals, maintain documentation on detention flights for at least two years, and submit monthly reports to the commissioner.

Prohibits the state, political subdivisions, and the Metropolitan Airports Commission from contracting with airline companies transporting detained individuals unless the airline provides a federal or state court warrant, court order, or governor-issued extradition authorization.

Effective October 1, 2026, with contract limitations applying only to agreements entered into after that date.
