Eliminates replacement fees for license plates and validation stickers that are defective or fail to function properly through no fault of the vehicle owner (excludes normal wear and tear or damage after issuance)

Prohibits the commissioner from charging a replacement fee and exempts these replacements from the standard $12 filing fee

Amends Minnesota Statutes sections 168.29 (replacement plates) and 168.33, subdivision 7 (filing fees)

Effective the day following final enactment
