Adds statutory definitions for "abuse" (actions causing unnecessary costs to government programs), "fraud" (intentional deception to acquire property or money), and "waste" (practices resulting in unnecessary government costs such as misusing resources) to Minnesota's whistleblower protection law

Expands whistleblower protections from employees "in the classified service of state government" to all "public employees" when communicating information about public services to legislators, the legislative auditor, or constitutional officers

Creates new protection for public employees who report fraud, waste, or abuse in state agency or political subdivision programs to employers, governmental bodies, law enforcement, the legislative auditor, legislators, or constitutional officers

Prohibits employers from retaliating against protected employees through discharge, discipline, threats, coercion, or discrimination regarding compensation, terms, conditions, location, or privileges of employment

Specifies that protected disclosures do not authorize disclosure of data otherwise protected by law
