Adds "care evaluations" as a covered Medical Assistance service for home health agencies and home care nursing, defined as face-to-face evaluations to develop, update, or review a recipient's plan of care (excluding personal care assistance)

Sets reimbursement rate for care evaluations at 300% of the Medical Assistance rate for skilled nursing visits, with evaluations limited to start-of-care, resumption-of-care, or recertification visits

Allows up to 9 face-to-face visits per calendar year without authorization that must include only skilled nurse visits or care evaluations

Establishes a one-time Home Care Preceptor Grant Program to provide incentive compensation and benefits for home care nurses who mentor nursing students, with grants available only to providers licensed under Chapter 144A

Requires rate increases (percentages not specified in bill text) for home health agency services, home care nursing, and homemaker services effective January 1, 2026, or upon federal approval
