Commissioner of Transportation must amend Minnesota Rules, part 8830.1500, subpart 2, by July 1, 2027

Railroad crossing bells must be silenced when the train's head end reaches the crossing or when gate arms descend to within 10 degrees of horizontal

Exception: bells must continue operating at crossings within 1,000 feet of residential property

Commissioner may use the "good cause exemption" for expedited rulemaking under Minnesota Statutes section 14.388

Effective the day following final enactment
