Amends Minnesota Statutes section 268.085, subdivision 7 to establish stricter requirements for what constitutes "reasonable assurance" of employment for instructional or research staff at institutions of higher education seeking unemployment benefits between academic terms

Requires that for reasonable assurance to exist, employment offers must be either: (1) written and not contingent on enrollment, funding, or program changes, or (2) backed by a contract guaranteeing 50% of expected earnings if employment is terminated

Allows higher education instructional and research employees to access unemployment benefits between terms when their job offers are conditional or uncertain, rather than being automatically denied based on informal assurances

Effective July 1, 2026, applying to eligibility determinations made on or after that date
