Extends the short-call substitute teacher pilot program expiration date from June 30, 2025 to June 30, 2027

Modifies minimum daily compensation from a flat $200 per day to tiered rates: $175 per day for metro equity region districts (seven-county area) and $150 per day for all other districts and charter schools

Allows applicants with an associate's degree (with district training) or high school diploma holders with at least one year of experience as education support personnel/paraprofessionals to qualify for short-call substitute licenses

Requires school districts and charter schools to provide substitute teacher training and prohibits them from requiring or retaliating against employees regarding license applications

Effective the day following final enactment
