Commissioner of Public Safety must amend Minnesota Rules by July 1, 2026 to eliminate annual physician's statement requirements for drivers who had a single nonepileptic seizure, have been episode-free and off antiseizure medication for five years, and received physician clearance

Drivers with any loss of consciousness or voluntary control condition who have been episode-free and off antiseizure medication for ten years, with physician clearance, would also no longer need annual physician statements

Exemptions do not apply to commercial drivers required to hold federal medical examiner certificates under Code of Federal Regulations

$11,000 one-time appropriation in fiscal year 2026 from the driver and vehicle services operating account to cover rulemaking costs

Commissioner may use good cause exemption for expedited rulemaking; effective the day following final enactment
