Prohibits any state agency or political subdivision from issuing permits for new billboards anywhere in Minnesota after enactment, voiding any conflicting local ordinances or policies

Defines "billboard" as off-premises advertising devices visible to any person, but exempts on-premises signs advertising businesses, products, or services located where the sign stands

Declares all existing billboards as nonconforming uses under state zoning law, subjecting them to restrictions on expansion, modification, or reconstruction

Allows municipalities to use amortization (phased elimination) for billboards, adding them to the list of exceptions alongside adults-only businesses under Minnesota Statutes section 462.357

Takes effect the day following final enactment; introduced January 21, 2025 and referred to State and Local Government committee on April 3, 2025
