Requires the Commissioner of Transportation, with the Minnesota Council on Disability, to establish a statewide citizen volunteer program to enforce disability parking violations, including a digital reporting portal for citizens to report violations

Extends accessible parking eligibility to postpartum persons within 45 days of giving birth who experience qualifying physical conditions

Increases penalty for property owners/managers who allow accessible parking spaces or access aisles to be obstructed by snow, ice, merchandise, or similar obstructions to up to $500 per day the obstruction exists (misdemeanor)

Appropriates $250,000 to the Department of Transportation and $75,000 to the Minnesota Council on Disability (both one-time, FY2027) to implement the citizen enforcement program, with ongoing funding from a $25 surcharge on citizen-issued citations split between administering agencies and an accessible parking account

Requires the Department of Labor and Industry to amend rules to mandate at least 10% of all parking spaces be disability parking spaces (new/resurfaced lots by July 1, 2027; all lots by June 30, 2031)
