Removes the "funds available basis" limitation on state grant awards, requiring grants be awarded to all applicants who meet the Office of Higher Education's requirements

Creates an open/standing appropriation from the general fund for the amount necessary to meet state grant program demand, effective July 1, 2026

Repeals subdivision 7, which currently allows the Office to reduce grant awards by adding surcharges to family responsibility and increasing student responsibility when appropriations are insufficient

Repeals subdivision 7a, which allows the Office to increase living expense allowances or modify family responsibility calculations when there is a surplus appropriation

Effectively converts the state grant program from a capped, funds-available program to an entitlement program where all eligible students receive full awards
