Public employers must notify student employees on or before their first day of employment that membership in a collective bargaining unit is not required as a condition of employment

Amends Minnesota Statutes 2024, section 179A.03, subdivision 14, which defines "public employee" for collective bargaining purposes

Applies to student workers at public institutions who qualify as public employees, including University of Minnesota students enrolled in 3+ credit-bearing classes or as full-time students/postdoctoral fellows
