Appropriates $20 million from the general fund to the Commissioner of Education for grants to the Building Assets, Reducing Risks (BARR) Center ($10 million in FY2026, $10 million in FY2027)

BARR Center must deliver an evidence-based program providing school coaching support, professional development, and curriculum over a three-year period to each participating school

At least 40 schools must be selected, geographically balanced among urban, suburban, and rural areas, serving high concentrations of students in poverty or underrepresented students including Black, Indigenous, and People of Color communities

Grant goals include improving student social-emotional skills, increasing academic achievement for students of color and those in poverty, improving teacher satisfaction, and increasing high school graduation rates

Up to 3% of the appropriation may be used for grant administration; FY2026 funds available until June 30, 2028 and FY2027 funds available until June 30, 2029
