Expands Minnesota's definition of "veteran" to include individuals who served honorably with special guerrilla units or irregular forces operating from Laos in support of U.S. armed forces between February 28, 1961, and May 14, 1975

Grants the Commissioner of Veterans Affairs authority to determine eligibility for individuals who served in the Secret War of Laos, provided they are U.S. citizens or lawful permanent residents

Includes persons naturalized under the federal Hmong Veterans' Naturalization Act of 2000 in the expanded veteran definition

Establishes an advisory task force of up to seven members—including Secret War veterans, academics, and community members—to advise the commissioner on qualification criteria

Amends Minnesota Statutes section 197.447, with exceptions for sections 136F.28, 196.21, and 243.251
