Amends Minnesota Statutes section 219.455 to clarify definitions related to railroad clearance requirements

Changes the definition of "depot company" from operating a "passenger station" to operating a "terminal" on behalf of a railroad or rail carrier

Revises the definition of "yard track" to include tracks used for movements subject to prescribed signals, rules, or special instructions, in addition to tracks used for making up/breaking up trains and storing cars

Removes language about "other related purposes" from the yard track definition and replaces it with reference to movements not authorized by timetable or train order
