Removes the Minnesota Nursing Home Workforce Standards Board's authority to use expedited rulemaking procedures under section 14.389 for adopting employment standards, wage rules, and worker organization certification criteria

Requires the board to instead follow standard rulemaking processes when establishing minimum nursing home employment standards, reviewing and amending existing rules, and setting certification requirements for worker training organizations

Eliminates expedited rulemaking for rules governing notice content and posting requirements that inform nursing home workers of their rights

Amends four subdivisions across Minnesota Statutes sections 181.213, 181.214, and 181.215
