City of Plymouth may establish up to two redevelopment tax increment financing (TIF) districts within its city center district as defined in the January 1, 2024 zoning map

Districts are automatically deemed to meet redevelopment district requirements under Minnesota Statutes section 469.174, subdivision 10, bypassing standard qualification criteria

Standard five-year rule for TIF expenditures is extended to ten years, with the post-expiration increment use period extended to eleven years

Certain TIF restrictions under section 469.176, subdivision 4j do not apply to these districts

Authority to establish TIF districts under these special rules expires December 31, 2031
