Expands the definition of "serious crime" for purposes of recalling state officials to include certain misdemeanors, in addition to the existing felonies and gross misdemeanors

Misdemeanors qualifying as grounds for recall must involve assault, intentional injury or threat of injury to person or public safety, dishonesty, coercion, obstruction of justice, or sale/possession of controlled substances

Reorganizes the existing statute by consolidating the definition of "serious crime" into a single subdivision with three numbered categories rather than separate paragraphs

Effective the day following final enactment and applies only to recall petitions initiated on or after that date
