Expands free communication services requirements beyond state correctional facilities to include all facilities, settings, and programs under the Department of Human Services and Direct Care and Treatment executive board

Prohibits agencies operating covered facilities from receiving any revenue from communication services, eliminating the previous exception allowing commission collection on contracts entered before January 1, 2023

Requires video calls and other communication services not be used to replace in-person visitation programs or count toward a confined person's in-person visitation limit

Mandates annual reporting on communication contract status, renegotiation efforts, rates charged, appropriated fund spending, and monthly usage data, with non-DOC agencies reporting to the commissioner by January 15 and a legislative summary due by March 15

Preserves existing restrictions on communication services for civilly committed persons under mental health commitment statutes and maintains prohibitions on communications that would violate protection orders or no-contact directives
