Adds metropolitan county boards as eligible "responsible authorities" for light rail transit projects, alongside the Metropolitan Council and MnDOT

Requires the governor to designate the county board as the responsible authority when a proposed light rail facility is located entirely within a single metropolitan county

Responsible authority oversees planning, designing, acquiring, constructing, and equipping light rail facilities

Allows the commissioner of transportation, Metropolitan Council, and county boards to enter cooperative agreements to share responsibilities on projects

Effective the day following enactment, applying to projects entering full funding grant agreements on or after that date
