Withdraws Minnesota from the National Popular Vote Interstate Compact, an agreement where member states pledge their electoral votes to the winner of the national popular vote

Repeals Minnesota Statutes sections 208.051 and 208.052, which enacted the compact and established that its provisions take precedence over conflicting state law

Amends section 208.05 to restore traditional electoral vote allocation, where the State Canvassing Board declares presidential electors based on the highest vote count within Minnesota

Directs the governor to notify chief executives of other compact member states of Minnesota's withdrawal
