Excludes individuals without legal work authorization under federal law from qualifying for resident tuition rates at Minnesota state universities and colleges, even if they meet the 3+ years high school attendance and graduation requirements

Removes existing requirements for students without lawful immigration status to document selective service registration compliance and file for lawful status when a federal process exists

Adds the same work authorization exclusion to the definition of "resident student" for state student aid eligibility purposes

Changes the statutory reference from "nonimmigrant" to "alien" as defined in federal immigration law (8 U.S.C. § 1101(a)(3))

Amends Minnesota Statutes sections 135A.043 (resident tuition) and 136A.101, subdivision 8 (state student aid)
