Driver and vehicle services fees currently deposited in the driver and vehicle services operating account would be redirected to the highway user tax distribution fund, affecting vehicle registration fees, license plate fees, title fees, and driver's license fees

Repeals the driver and vehicle services operating account under section 299A.705, eliminating this separate special revenue fund account

Appropriates $95 million from the general fund in each of fiscal years 2026 and 2027 to the commissioner of public safety to administer driver and vehicle services

Amends over 30 Minnesota statutes across chapters 168, 168A, 168D, 169, 171, and 299A to change fee deposit destinations from the operating account to the highway user tax distribution fund

Sets appropriation base for Driver Services and Vehicle Services from the operating account to $0 for fiscal years 2026 and 2027, effective July 1, 2025
