Establishes mandatory minimum fines for failing to stop for a school bus: $500 for first offense, $700 for second offense within 10 years, and $950 for third or subsequent offense within 10 years

Elevates the violation to a gross misdemeanor if the driver passes or attempts to pass the bus on the right-hand passenger-door side

Gross misdemeanor also applies when passing a school bus while a child is outside on the street, highway, or adjacent sidewalk

Amends Minnesota Statutes section 169.444, subdivision 2

Effective August 1, 2025, applying to violations occurring on or after that date
