Appropriates $2,400,000 from trunk highway bond proceeds to the Commissioner of Transportation for intersection improvements along U.S. Highway 14 in Byron, Minnesota

Funds environmental analysis, predesign, and final design to replace at-grade intersections and traffic signals with grade-separated interchanges, including intersections with Olmsted County State-Aid Highways 3 and 5

Remaining funds after design work completion may be used for right-of-way acquisition, construction, and equipping of the interchanges

Authorizes the Commissioner of Management and Budget to sell and issue up to $2,400,000 in state trunk highway bonds to fund the project

Bond proceeds, excluding accrued interest and premiums, must be deposited in the trunk highway fund bond proceeds account
