Commissioner of Human Services must develop draft language to codify integrated community supports standards in Minnesota Statutes, based on four federally approved waiver plans: brain injury, community access for disability inclusion, community alternative care, and developmental disabilities

Commissioner must consult with specified stakeholders including the Association of Residential Resources in Minnesota, Residential Providers Association of Minnesota, Minnesota Association of County Social Service Administrators, and people with disabilities receiving or potentially receiving these services

Stakeholder consultation must be transparent, include a broad spectrum of providers and service recipients, and provide opportunity for meaningful input

Draft legislation must be submitted to chairs and ranking minority members of health and human services policy and finance committees by January 1, 2026
